Namibia Digitises Embedded-Generation Approvals
Namibia has launched a national digital platform for embedded-generation applications, standardising grid-connection submissions and targeting a 30-day turnaround for systems below one megawatt.

The Electricity Control Board has launched a national embedded-generation platform that allows renewable-energy developers, businesses, households and institutions to submit applications digitally while enabling electricity distributors to assess proposed grid connections online.
The system introduces standardised application requirements and a common digital process across distributors. For embedded-generation systems below one megawatt, the ECB is targeting a 30-day turnaround and has committed to reviewing platform performance quarterly and publishing processing times.
The platform will also create a central database of embedded-generation installations, giving the regulator and distributors better information on the location and capacity of private generation connected to distribution networks.
The launch does not remove technical or regulatory requirements. Distributors must still determine whether installations comply with applicable standards and whether the relevant network has sufficient capacity.
COUNTRY IMPACT
Distributed solar and other embedded-generation projects depend not only on equipment and finance, but also on a predictable route to grid approval.
A standardised national process can reduce inconsistent requirements, improve visibility over application status and give investors a clearer basis for planning smaller generation projects.
The central database can also improve electricity-network planning by helping utilities identify where private generation is growing and where additional grid capacity or technical controls may be required.
If the 30-day target is achieved consistently, the platform could lower administrative friction for businesses and institutions investing in self-generation while supporting a more transparent and better-managed transition towards distributed renewable energy.
Its effectiveness will depend on implementation, distributor capacity, network constraints and the quarterly evidence published by the ECB. The target should therefore not be treated as a guaranteed approval period for every project.
RELEVANCE TO SUNGATE
Sungate is a 408-hectare master-planned mixed-use development adjacent to Hosea Kutako International Airport and positioned at the convergence of air, road and rail.
Over time, commercial, logistics, light-industrial, hospitality and supporting-service users within a development of this scale may evaluate embedded generation as part of their energy-cost, resilience and sustainability planning.
A clearer national application system can improve the wider operating environment in which those investment decisions are assessed. It may help future developers and businesses understand the approval path for qualifying systems, subject to network capacity, technical compliance and the decisions of the relevant authorities.
The new platform does not approve any project at Sungate and does not guarantee that embedded generation will be feasible on a particular erf. Its relevance is structural: Namibia is making the regulatory process for decentralised energy investment more standardised, transparent and measurable.

Namibia’s First Merchant Solar Plant Enters Commercial Operation
The 19.3 MWp Gerus solar plant has entered commercial operation, becoming Namibia’s first purpose-built merchant solar project selling electricity into the Southern African Power Pool.

The 19.3 MWp Gerus solar photovoltaic plant in Namibia reached commercial operation on 18 December 2025.
Developed by Solarcentury Africa with BB Energy, the project represents an important change in how privately developed renewable electricity can participate in Namibia and the wider regional electricity market.
Gerus is Namibia’s first purpose-built merchant solar plant selling electricity into the Southern African Power Pool, allowing electricity generated in Namibia to be traded through the regional power market rather than being developed solely against a traditional long-term domestic utility offtake arrangement.
The milestone moves Gerus beyond development and construction into an operating renewable-energy asset connected to a regional electricity market.
COUNTRY IMPACT
Gerus demonstrates the increasing role that private investment and regional electricity trading can play in expanding Namibia’s energy infrastructure.
Namibia has substantial solar resources, while its participation in the Southern African Power Pool creates opportunities for electricity to be traded across national borders.
A merchant generation model adds another potential route through which private capital can develop new generation capacity and participate in the regional market.
The project therefore represents more than an additional solar facility.
It demonstrates Namibia’s ability to host privately developed generation infrastructure capable of participating commercially in Southern Africa’s interconnected electricity system.
As Namibia’s mining, industrial, logistics and urban economies expand, additional generation capacity and a more flexible electricity market can contribute to the energy platform required to support that growth.
RELEVANCE TO SUNGATE
Reliable and expanding energy infrastructure is fundamental to the development of new commercial and industrial nodes.
Sungate is planned as a large-scale mixed-use development incorporating commercial, logistics, light-industrial, hospitality, retail and other supporting activities adjacent to Hosea Kutako International Airport.
The long-term growth of developments of this nature depends on Namibia continuing to strengthen both electricity supply and the wider market through which energy can be produced and traded.
Gerus provides evidence that this evolution is taking place.
For Sungate, the significance is not that electricity from Gerus is specifically dedicated to the development. It is that Namibia is adding new operating generation capacity and new commercial models for energy investment, strengthening the broader infrastructure environment within which future development can occur.
