A masterplan built for long-term development

Sungate is conceived as a 408-hectare, master-planned mixed-use development capable of accommodating complementary forms of development within a coherent long-term framework.

The masterplan provides the structure through which land use, infrastructure, access and development can evolve over time—allowing individual opportunities to form part of a larger, planned environment.

THE MASTERPLAN

A coherent framework

The masterplan establishes an overall development structure rather than treating individual land parcels in isolation. Land uses, access, services and future development are considered within the wider Sungate environment.

Mixed-use by design

Sungate’s planning framework allows complementary commercial, logistics, light-industrial, hospitality, retail and supporting activities to form part of the wider development over time.

Development at different scales

With approximately 220 hectares of saleable land, Sungate provides scope for development opportunities of different sizes within the wider masterplan.

Sungate has been planned to accommodate development over time rather than requiring the entire 408 hectares to be developed in a single form or at a single moment. The wider masterplan provides the organising framework within which individual development opportunities can be considered.

This allows different parts of Sungate to respond to changing requirements while remaining connected to the broader planning vision. For an investor or developer, the opportunity is therefore not simply access to land, but participation within an established development framework.

Sungate was conceived at the scale of a township rather than as a collection of unrelated land parcels. The masterplan brings together different development areas within a wider structure of access, movement, services and complementary land uses.

This broader framework allows individual development opportunities to sit within an organised whole, while retaining the flexibility for different parts of Sungate to develop over time.

DEVELOPMENT PROGRESS

From planning framework to serviced development

Sungate has progressed through a substantial programme of planning, statutory approvals, township establishment and infrastructure development. From the initial subdivision and mixed-use rights through to proclamation and the servicing of Phase 1AB, each milestone has advanced the development from masterplan to an established development framework.

The opening of the Dr Hage G. Geingob Freeway in November 2025 marked another significant step, materially strengthening connectivity between Windhoek and Hosea Kutako International Airport and reinforcing Sungate’s position on the airport corridor.

JULY 2008

Initial subdivision granted

The Khomas Regional Council granted the initial subdivision, enabling the land to be consolidated for the proposed development.

JULY 2008

Mixed-use rights granted

Full mixed-use rights were granted for the site, establishing the basis for Sungate's mixed-use development.

APRIL 2009

Environmental assessment completed

A voluntary Environmental Impact Assessment was completed, with no objections received from stakeholders and interested parties.

JULY 2009

Township establishment approved

Permission was granted to establish a township, advancing Sungate from planning into formal township development.

FEBRUARY 2010

General Plan approved

Sungate's General Plan was approved by the Surveyor General of Namibia.

MAY 2010

Sungate township registered

The Sungate township was formally registered by the Surveyor General of Namibia.

JANUARY 2012

Sungate township proclaimed

Sungate was formally proclaimed as a township, establishing its statutory development framework.

FEBRUARY 2013

New site access approved

The Roads Authority approved new site access, supporting the development's connection to the wider road network.

APRIL 2014

Phase 1AB services completed

Servicing of Phase 1AB was completed, establishing infrastructure for the initial development area.

10 NOVEMBER 2025

Dr Hage G. Geingob Freeway opens

The new freeway materially strengthened road connectivity between Windhoek and Hosea Kutako International Airport, further strengthening Sungate's position on the airport corridor.

DEVELOPMENT INFRASTRUCTURE

Infrastructure that supports development

Sungate’s development framework extends beyond land-use planning to the infrastructure required to support development over time. The servicing of Phase 1AB established the first internal development infrastructure, while the wider masterplan provides the framework within which future development areas can connect and expand.

Access is equally important to that framework. Sungate’s position alongside the airport corridor, together with approved site access and the opening of the Dr Hage G. Geingob Freeway, connects the development into the wider transport network between Windhoek and Hosea Kutako International Airport.

Road access

Approved site access connects Sungate into the wider road network serving the airport corridor.

Internal infrastructure

Phase 1AB established serviced development areas and the first internal infrastructure within Sungate.

Development services

The masterplan provides a framework through which services can extend as additional development areas are brought forward.
